Whenever I'm on my desk and working the ext drive is plugged LR will see it. But for your purpose, this can be the same drive as your Google drive. I have and external drive that is mapped on LR. I have my LR catalog saved here with some of my photos. Like Google drive it acts like a local hdd. You problem of having limited storage can be mitigated with what you are trying to do. Also in general the catalogue will remain locally available (this of course depends on your cloud app stettings, by I've set onedrive files for the catalogue to always keep) so also LR startup time etc are not negatively effected.
Make sure you read the limitatation when working with smart previews only.ĮDIT: about performance concerns: LR still runs the catalogue and smart previews from local storage as the cloud apps managing the downloads as needed in the background. Once you plug in your HDD on any of your devices, all changes will be applied to the orignial files. As you can work (edit, export etc.) with smart previews as well, you don't need to plug in the HDD. This setup gives you access to your catalogue from all your desired devices. These smart previews are also stored as part of the catalogue on Your Google cloud drive. Let LR create smart previews for your catalogue. Store the catalogue on your Google Drive.
